He spent his childhood herding cattle, helping the family with agricultural labor and occasionally going to school and ultimately passing SLC from the oldest and the only high school of the district in 1969, in first division, for the first time for the school. Although he passed his I.Sc. in 1971 from Mahendra Morang College, Biratnagar, his student life remained highly disturbed and full of struggle as he had to wait until 1984 to become an engineering graduate from, then University of Roorkee ( now IIT Roorkee) in 1984 in civil engineering with honours. The next educational stop was Asian Institute of Technology, Bangkok, where Mr. Raut received his M. Eng. Degree in Water Resources Engineering in 1993.

After graduating from AIT in 1993, he worked in Thailand with Thai Consulting companies until 1998, ultimately returning to Nepal in 1998 and working in freelancing consulting role for some time and joined ITECO Nepal as a regular employee and worked there as overall supervisor of Water Resources Projects from 2003 to 2008. He obtained his break of the first international consulting role in 2007 as an international hydrologist in an ADB funded railway project in Dhaka, Bangladesh. Since then, Mr. Raut has been working as a freelance international consulting engineer in various countries of the region. The core expertise of Mr. Raut is Hydrology and Hydraulics, however he has completed a few Hydropower Projects for Independent Power Producers in Nepal as a Team Leader for preparation of DPR. The International Projects he worked included a number of highway and railway projects in Bangladesh and Afghanistan. His last major international assignment was as a Hydrologist and Water Resources expert in Afghanistan under UN-FAO from 2016 to 2019 in a Project called Irrigation Rehabilitation and Development Project funded by the World Bank. The Project consisted of four component and Mr. Raut commanded one of the components, namely Hydro-met rehabilitation component, that involved reestablishment of the historic hydroment network destroyed by Taliban and establishing some new equipment for automatic weather observation including snow measurements. With a professional experience of almost 40 years encompassing a wide range of projects such as highways, railways, hydropower, water supply, irrigation in countries such as Thailand, Bangladesh, Afghanistan, Pakistan, Georgia working mainly for government departments, Mr. Raut’s professional expertise as a civil and water resources engineer is rich, diverse and consummate.
